STATEMENT OF PURPOSE: The primary purpose of the Clinical Director is to provide administrative and clinical oversight to a team of program directors and clinical staff of a community based mental health agency serving the Greater Whittier Area and /or Southwest Region of Los Angeles County also known as Service Provider Area 7. Target population includes children (Birth to age 18) and their families with emotional and behavioral issues.

SCOPE OF RESPONSIBILITY: Under the general direction and supervision of the Chief Operating Officer and in collaboration with the Chief Executive Officer, the Clinical Director is responsible for supervising and evaluating the work of the program directors with emphasis on DMH funded programs and services; responsible for developing in-service training activities; coordinating professional staff recruitment activities; and involved in professional and paraprofessional classification/compensation planning. The Clinical Director also serves as a technical resource person to supervisory staff, community organizations, schools and human service agencies. Additionally, participates in the formulation of clinical policies and procedures related to the agency, grant writing, fundraising activities, and program development and implementation. The Clinical Director promotes and models a strength based approach to treatment that empowers families, supports a community based philosophy of service, and ensures that all clinical services are aligned with the agency’s mission, vision, and core values.

EXAMPLE OF DUTIES:

  • Oversees the day to day clinical operations of the agency.
  • Assists in the planning, organizing, and implementation of mental health services for children and their families.
  • Participates in the evaluation of existing and future needs and services, and in the establishment of goals, objectives and standards for the provision of mental health services.
  • Work closely with COO in managing the DMH contract of the agency and ensuring client service hours are met by clinical staff;
  • Participates in the development and implementation of policies and procedures specific to the delivery of quality mental health services and staff/employee issues.
  • Supervises and evaluates the performance of Program Directors, and serves as first level reviewer of all performance evaluations.
  • Consults with Program Directors to resolve problems of staff performance and the use of corrective action plans.
  • Develops in-service training activities with staff to increase professional knowledge and clinical skills of staff.
  • Participates in directing training activities, conducting group conferences and treatment review meetings to promote staff development and to interpret policies and procedures pertaining to mental health services.
  • Coordinates the recruitment of professional staff. Participates in the interviewing, evaluating, selecting and assignment of new staff based on the needs of the agency.
  • Provides training and orientation to newly hired program directors.
  • Coordinates training and orientation for all newly hired clinical staff.
  • Assists in the preparation of budget recommendations and justifications. Compiles data and prepares reports for review.
  • Serves as a resource person to program directors, clinical supervisors, community organizations, schools, and human service agencies.
  • Participates in grant/proposal writing, fundraising, and public relations as requested by CEO and COO.
  • Acts for the Chief Operating Officer in her absence.

REQUIRED LICENSES, CERTIFICATE, EDUCATION, EXPERIENCE OR TRAINING:

Any combination of training, education and work experience may be assessed to determine the ability to perform the duties and responsibilities of this classification, however; a Master’s Degree from an accredited college or university in social work or psychology is required; five years of work related experience in a supervisory, consultative or administrative capacity. Licensed by California Board of Behavioral Sciences is also required, LCSW/LMFT.

CONDITIONS OF EMPLOYMENT:

Employees may be asked to participate in cross-training programs or pursue additional education or training when it is determined to be in the best interest of the company by the CEO or COO.

WORKING CONDITIONS: Work is performed in normal office setting. Occasional need to work out in the field contacting clients in homes and schools. Noise level is moderate with occasional loud outbursts

REASONING ABILITY: Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

  •  Must be able to remain in a stationary position 50% of the time
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office machinery, (i.e., calculator, copy machine and computer printer)
  • Constantly converses with staff and clients
